One of the things I am trying to figure is this:
If Naboo (for example) can only have 15 rank 3 of higher, and only 10 that are rank or higher, and you have to be rank 4 to have a player city shuttleport, then how come there are 11 player city shuttleports on Naboo.
Does it mean that there can be 15 total level 3's, and then another 10 level 4's, and then a few level 5's on top of that?
OR
Does it mean that you can only have 15 cities that are level 3 or higher, and if 10 of them are level 4, that only 5 cities would be able to reach rank 3?

What it means is of those 15 cities that can be above Rank 3, only 10 of those can advance to Rank 4 or higher.
There is a bug that sometimes pops up when a city looses rank where the shuttleport is still listed on the map even though there is no longer an actual shuttle in the Player City. You can shuttle into that city, but you'll load up where the shuttleport used to be (and can't shuttle out, obviously, since there is no longer a shuttleport there). This is probably the reason why some servers/planets have reported seeing more shuttles than there is supposed to be.
If anyone has repro steps on how to get this to happen, I'd appreciate it so I can add it into the bug list.

Yes, but that doesn't change who has the level 4 shuttleport slots.
