The only time I had a Imperial recruiter in my town was when i asked Pex for help for our 1 year anniversary.
He made some troopers and other cool stuffs spawn in the town.... And set a recruiter near the cityhall....
But now the recruiter is gone.
That could be nice to be able to set a recruiter of your own faction as a politician.
Only recruiters you could have in your town
- PvE bases : but sometimes there is no NPC that can make you become combattant outside the base... and you can't enter a base as on leave or neutral.
- PvP bases : but you have to be SF to enter them and there's no NPC outside.
And it sounds like Iesent has a good idea, if you can go SF at these, might as well try to put is somewhere not ready known and sneak out to it to go SF when you want...hehe.

Last night my city hosted several parties and tossed in a Capture The Flag PvP event. DEV showed up and placed one of each recruiter and the fight was on.
From what I saw... if PvE bases, which don't require a DEV, had been placed for recruiters and a rule made that these were for the game and should not be attacked... they would have been attacked anyway.
It's the nature of the beast.
Just a brief observation on game theory:

Everybody won.
Nothing wrong with being goal oriented and competitive. Just recognize the fact that many people like that are obsessed with winning and will do whatever it takes to do so. Rules don't work. Steel reinforced concrete coding that prevents them from doing something works. They didn't attack and destroy the oppositions recruiters... because they =couldn't=.
