Ok... As I am a mayor, I am sure that I can help you out in this.
To start a city.. You need 10 citizens in 24 hours. Once that time passes, should you ever fall below 5 citizens at an update, your hall will be destroied. The only time a city is checked is the 24 hour check and the 7 day check for rank and xp. If you are wondering where I got the number for the 5 citizens... As was stated above it's in the documentation. Other wise known as the help files. CTRL+H while you are in the game and look under the player cities heading and running a player city.
My only complaint on this... Is that we can't skip rank levels, but that is a completely diffrent rant....

the help files have been known to contain outdated info. I'm still trying to get the advanced guide - player cities fixed, *shrug*
