I have just inherited a city. This is not a boast. I sat in the background for several weeks after our mayor went perma-afk mustering up the votes to overcome the other perma-afk citizens, which we did on the first try. This was a great effort on everyones behalf in my city and I thank them for it. The dev's ideas for 11.2 are an attempt to change this for the better, but has made my situation much worse.
I'm not crying about ghost votes!!! I don't want them, don't care about them. I don't need them!!! My beef with the new system is that I and everyone else in my city have better things to do than to rally the troops to a vote every 3 weeks. People in the game, as in real life, suffer from voter fatigue and burn out. They don't want to do it. I don't want to send out a thousand emails reminding ppl to vote. It's stupid. Its a waste of my, and my citizens time.
Don't count the ghost votes, fine with me. And not to gripe without a solution, if a citizen logs on in the 3 week period...their vote gets logged for the incumbent unless they decide to change it. Other than that, don't waste my citizens time with me emailing them constantly about voting.
Player Cities are an intergal part to this game, IMHO. Don't reject the mayors as obsolete or invalid. Cities are what make this game.

You do not need any votes if no one registers against you. Except if you need experience, but in that case you need to work (ie make people feeling like voting), just like any other profession.
