I heard a few people talking the other day about the Research Center specialization. They said that it doesn't work. Is there any way to know for sure? Or is it a known bug? I don't want to be paying for something that does even work.

the devs said that all the current available specializations are working as intended. some folks swear by research, and some thinks it's useless... it's a matter of opinion.

They alwways tell us things work as intedend. A CSR just told me last night it is intended that Victor doesn t give people the reward for voting him in as mayor in Bestine.
So I d be carefull with things that work as INTENDED
well i ve tried it with and without Ressearch Center, and never seen any difference at all
but it s very hard to determine if it works or not
