I'd been kicking this around in a "Politician Revamp" idea I was working on. The best way I can see it would be to do the following;
A Deputy Mayor would need to "join" with the current Politician or player running for office. This would create a "mayorial ticket" much like we see in Presidential elections in the US.
Allow the Deputy Mayor to gain 1/3 of the winning Politician's votes. This would allow him to go up the tiers of Politician so that he can get to the level's he'll need to carry out his job.
Allow the Deputy Mayor to sponcer citizens forthe militia once he's attained the skill box for it. This would work much like a PA's functionality. The current Mayor would still need to give the OK to this to prevent griefing and take over attempts.
Allow the Deputy Mayor to place decorations and gardens once he's attained the skills to do so. This would allow a city to actually have a mayor and a 'true' Urban Planner.
Allow the Deputy Mayor to place structures (houses, PA halls and Merchant Tents) without being granted zoning rights. This would be identincal to the Mayor's ability and would make moving in new players much easier if they have no or little experience with placing a stucture.
Now, all of these features would be able to be turned off by the Mayor if they sawa reason to. Personally, and this is a side note, I'd like to see the option for Militia Members to have "free" building rights. If a Mayor has odd hours and the city has a specific layout that is being followed, it can be hard on a new player with little experience placing a structure. This would help a great deal in that situation.

Hmm. I hadn't pictured it as a level dependent thing though you are very right, 10 citizens don't really need 2 people running the show. Perhaps Rank 3?

The other thing I'd say should get tossed in, is that there probably should be a minimum city level to be able to have a deputy politician. I don't think that a city with only 10 citizens needs one as badly as a city with 30 citizens (especially if its in a growth state). Very good response!
