can city halls be used like normal houses

What I mean is, (having novice politician) could i drop one and not create a city?

nope, if you don't get the required 10 citizens within 24 hours the city hall would be destroyed.

Well assuming you get the 10 citizen requirement you could use it as a house. You don't "have" to develop your city. But you do need the minimum citizen requirement. But personally I wouldn't use one for a house because say one of your 10 citizens leaves and you don't notice the message, your city hall could go poof if you don't get the citizen level back up. Not to mention it's kind of an expensive house.
