The citizens of my city would like to know if a politician has the ability to make an issue ballot. We would like to vote on topics and decisions that concern the city.
Does a politician have the ability to make such a ballot, and if so how ?

I sent out a citizen email with a list of topics for comment. Not exactly a vote, but if someone feels strongly enough to vote, they'd probably feel strongly enough to reply to an email.

Best bet, have an Architect make you a ballot box and use that.
WARNING:
Seting up a ballot box is a major pain in the ass. Be prepared to redo the poll about 5 times before you get the hang of it.
