As it is the first few weeks that my city has been established and the votes havent been counted yet, is there any way that I can speed up the xp process. I was thinking about grinding out a ton of rebel faction and turning it over to political xp - but not only do Inot know if thats possible... but I cant find the "train" option when talking to the recruiter anymore. Anyone know if it was taken out with the GCW revamp or am I just not doing this right?

it isn't possbile. The only way to get political Xp is by being Mayor of a City, or running in the elections to become a mayor.
As a mayor, you get 750xp/week when the city updates each week. ANyone with politician can run in the mayoral election, and each candidate gets 300xp/vote. So if you get alot of votes, you get alot of xp. The city I run jumped from level 2 t level 4 in 2 weeks, netting me 25 votes (New citizens joining auto-vote for you if you are mayor) so I got about 10k Politician xp after that election.

Alright thanks - that means that by next week I should get a hell of alot of politician xp when the votes are finally recorded.

Fraid the village is the only place to convert exp and then only into fs exp.

FP can currently be converted into XP at a 1:1 basis at any recruiter as long as you are a member of that faction, and a combatant, for every ground-based, non-FS/JediXP except Politician XP. A glaring oversight in the mind of this smuggler, but the majority of the Politician community seem to feel this is just fine.
