Whats the minimum you need befroe a city shuts down? And is this number needed within 24hrs of city declaration?

And you need a minimum of 10 for the weekly maintenance cycles as well. I've heard tales of 5 working but frankly I wouldn't want to risk the credits that went into a city hall deed.
