This new ability for mayors allow them to have NPC actors for their own and place them when ever they want. But The way they gain xp for this is by the city having a good tourist rating! The more people who come by your city, the more xp you get!

I ran accross this danty little villiage named Aurora on naboo. It was beautiful....but I doubt anyone has steped foot on its grounds for some time.

I looked at the citizenship report and wondered "Who are these people? Why did they come here...?"
