if the treasury has money in it and it doesnt repair the shuttleport/gardens/lamps etc.. what do I do??

well, if you put in the money after your last update, you'll have to wait until the next update for any repairs. make sure you have extra money in the treasury on top of the funds needed that update.

I had enough in there to cover the cost of the update and to repair a couple of structures, My shuttleport is at 40% I put 500k over the amount of the update and it's still at 40% and the teasury still has money in it

You should not have to tear it down and rebuild (plus if it's not at 100% you'd loose the structure and have to get a new one). If it's still borked after your update then you'll need to send in a CSR ticket and have them take a peek at it.
