I would strongly suggest that you attempt to place a City Hall down on the new planet you plan to move to, if there is any question at all regarding the planet's player city cap. In other words, if you destroy your City Hall, and then try to lay one down on the new planet, if the planet is capped you will be out of luck, and your old city will no longer be a city at all. All you need is a deed. When you go to use the deed, if the planet is not capped it will allow you to proceed. If the planet is capped, you will get a message that the planet is at it's current capacity for cities.
The Cantina and the Hospital can be redeeded as these are not civic structures, but player held structures. However, if your new city does not meet the requirements to place these structures, you will have to wait till your city 'ranks up' to do so. Be sure you have the required professions as well to place these structures.
I 'believe' the Cloning Facility can be redeeded, but again, you will not be able to place this structure until the city meets the rank requirements.

Actually, A new mayor will have to try without destroying the existing city hall first. You will get a you are allready the mayor of a city message before it checks for planet cap.
Correct... thank you for clarifying.

Thx for your hint m8, we have tried this and all looks pretty good.
--As a mayor who has moved a city I"ll kick in what I learned.
--We didn't have another novice POlitician to place the new city hall, so after I destroyed city hall I raced to the new site to place the new city hall. I was able to do so as soon as I got there, I did NOT have to wait until server maintenance reset.
--The new city is level one. Doesn't matter what the old one was. Then you have to get 10 citizens to move their houses and establish residency within 24 hours, just like before. You have to climb the ladder again, and just keep your fingers crossed that there are "slots" open for you to grow. We are stuck now at size 2, even though we could be size 3 easily and probably size 4 if we had the land space a size 3 city has for houses.
--We didn't actually know if our "slot" would open back up as soon as we destroyed city hall. IN fact we still don't know. It may be that there were "slots" already available. I tried getting info from Customer No Service, basically reply was "uh, we dunno."
