Could my Mayor prevent me from voting against him by citybanning me, preventing me from getting into the hall to vote?

no.. city ban does not include the city hall... there is no legal way (by this i mean there used to be an exploit, but i am pretty sure that this has been fixed) to stop anyone regardless of residency from entering any city hall.

/cityban doesn't keep people out of your cityhall... anyone, friend or foe, can waltz right in and examine the public record (update times, etc).

Not to be a fly in the ointment but due to my faction standing was banned from a city and could not get into the city hall or shuttle or train.
Cityban can not be used on citizens of your city.

then that city used an exploit on your. as i said above, there is no legal way to keep anyone out of any city hall
