Does anyone know if it's possible to rename a cloning facility? I have a set pattern for naming civic buildings in my city (Cantina, Med Centre, etc) and it would be nice to keep the Cloning Facility in the same ilk.

You used to be able to, but they removed all the structure commands except destroy a couple of patches ago.

I don't see a problem with the old way, I'm paying for the cloning center, if I don't want you in it i should be able to ban you...

But I think I remember some problem when you got the "closest cloning facility" option, and the closest was private, it would confuse the program or something... you would spawn in the middle of town?

Because people were setting the hall/cloning facility to private and/or banning people. So, instead of implementing a real fix, there was just a blanket removal of all the structural 'slash' commands.
