Thread: Placing a shuttleport

I am an officer in my guild (Spartan), as well as a militia member in our city (Heavens Gate) and our city is about to reach city level 4. The next advancement is in 3 days and we need about 4 more people or so to move into the city in order to reach the 55 citizen requirement for advancement to city level 4.
We don't think we'll have a problem finding the last 4 or 5 people we need in order to make the advancement, and are excited to finally be getting a shuttleport. However we still have a problem even if we do get these last few people into the city. Our first and last mayor has been very inactive in the past couple months (one of the reasons for the delay in advancement) and we have decided to elect a new mayor and vote her into office to replace the old mayor. The problem though, is that the new mayor only has novice politician and doesent currently have the ability to place a shuttleport.
I've done a little bit of research into player cities as well as the politician profession, and I've come up with 2 possible solutions that may fix this problem other than waiting another week for a shuttleport after the city update.
Solution 1: Encourage everyone in the guild as well as everyone in the city to all vote for the new mayor. If my math is correct all the new mayor needs is 35 votes in order to get enough politician experience to train in the Fiscal Policies II skill box, and be able to place the shuttleport herself. 100 points of politicial experience is given per vote when the votes are tallied, so 35 votes would equal 3500 points of political experience giving her enough to train in Fiscal Policies I (1000 pts of exp), and Fiscal Policies II (2500 pts of exp).
Solution 2: My fallback plan in order to get a shuttleport into the city ASAP in the event that the new mayor only gets 26 votes (the bare minimum to get elected into office at this level) instead of 35 is to convince the ex-mayor to do the honorable thing and to place the shuttleport even after she is ousted from office. The way I was hoping this could be done is to simply grant her zoning rights and let her place the shuttleport where we would like it to be placed and then have her transfer the structure ownership rights to someone else in the guild (assuming it doesent automatically become a part of the city like the city hall, banks, etc).
My question though, is whether or not solution 2 would work. Is it possible to place a shuttleport within a city if you are granted zoning rights, and have the politician skills? Or are things like the shuttleport a structure that only the mayor can place personally?
I really hope that solution 2 will work if I can't manage to get all the lazy citizens to actually log on and vote. Any and all info is appreciated.

Option 2 won't work. Only the Mayor can place "Municipal" Buildings.
