Ok, after they are removed from citizenship after this 2 week period, what about their house? I know it doesn't go poof, but what if you want it to go poof? At some point the mayor should be able to move troublesome structures, not destory but move. Some people just plop down a house put tons of money in it and forget about it. What to do about them? You could have the mayor send them e-mail to warn them (via the city hall), then if they don't respond he has the ability to move the structure outside of city limits to make room for active citizens. Right not this inactivity removal only hurts some cities.
