1-What i think is the most important. Roads. Good ol fashioned roads. The maintenence cost for roads would be fairly low (like 100-500 for every 'unit' which would be about ten meters). They are basically just to make your city look better. Look more 'official.'
2-Apartments. There should be apartment buildings that can be placed (fairly large, look about like the skyscrapers you see, cept mebbe not that high). For ease, they should be handled something like in the game neocron (where you step into the elevator, punch in the floor of your apartment, it lets you out in the lobby and then you go to your door and punch in acess code). The cities would place these then make revenue from the rooms to help pay for their maintence fees.
3-'farmland' Basically just land the city sets aside on its borders. It'll look diff (mebbe tall grass or something, or something like wheat field) and any food harvesters placed in it will harvest at a much greater rate, or mebbe it will have all around better percentages (like a cheap farm would have fifty percent, med would have 65, large would have eighty). Theyw oudl be done in 'blocks' so that you could make as large as you wanted, but have a monthly maintence cost.
4-predesigned layouts and street names. Firstly, a mayor would plug the layout he wants into the city into the terminal (using a sim-cityish thing, and roads as the boundries). He would keep the areas layed out a little above the expansion rates. So he'd set up some blocks (spaces large enuf for four houses or buildings) and put them as only shop space, some as only residential, spaces for larger houses, etc etc, and layout the street plan (so noone can place things where he wants to put his streets). Then they could set the street names, slot numbers (so that house names would automatically have the street and number under them) and even name squares so that in your window the name of the street you are on will appear in the corner or something.
5-rent-able-shop space. Mostly just little tents (not the closed ones, but like the tents you see in cities that are just cover over your head with a table and the merchant standing in it). So you have these little tents with city vendors, and ppl can rent them. You could set requirements (like city resident) but basically you'd just set the cost and someone would come up and rent any unused vendors. They'd be theirs as long as the rent was payed (which would prolly be something around 100cr an hour seeing as they are good space and you dont have to pay for maintence).
6-Starport - it'd just be nice so player cities could become actual commerce centers and ppl don't have to travel all over the place to get to cities, or take the extra shuttle hops.
Just some ideas, feel free to comment

and more type of tents and things that could be placed in houses to dress up or trash up the look and use it for npc trainers and things

Not to hijack the thread, but here are my5things:
- Pavements. Roads are nice, but I want every building to have a pavement tile footprint. That would be cool.
- Bridges. A river is flowing through our city. It actually make a nice turn within a city too. And we have 2 lakes, out of each one is in a little crater and would look awesome with a bridge.
- Walls. Even if as partial decoration, or something.
- Static NPCs. yup. NPC cities got them, I want some too. They don't need to give missions, or talk. just spawn randomly and walk around. And I would love to have couple "spice fiends" hanging around, annoyinmy citizens by their silly attacks

- bazaar terminals, that would be placed in a bank and would be part of the galaxy's network (or at least planet's network)
