Sure, it keeps someone from shuttling out of your city, and it keeps someone from using the bank or the cloning facility (or at least when they fix the bug with cloning in place it will), but it doesn't do the most important thing it COULD do, keep banned people from shuttling INTO our city. Even after someone has been city banned, they can still use any shuttleport terminal on the planet to buy and use a ticket to your city. If you put a shuttleport in your city you become incredibly vulnerable, and with the huge no-build radius around shuttleports you can't possibly place enough turrets close to your shuttleport to make a lick of difference.
