2 days ago i placed some more mission terminals in my city.
I wanted one on the guildhall (next to the stairs but still outside.
So tried to place one there but nothing, tried again still nothing, moved one step backward and it work
ok so far so good
next day i wanted to place another and saw that according to the terminal counter i ve set 8 already, but there are just 6 in the city. So i guess that the 2 times when nothing happened by placing the terminal to the guildhall, the terminal seems to have fallen trough it to the ground.
So i created a ticket, asking the CSR for help, to remove those 2 terminals.
Moving the guildhall is no option, it s fully decorated and has vendors inside.
This morning i got something they call answer.
"Sorry we cant help you. The tool to fix this has not been coded yet. We messaged the devs. Sorry please try again in a couple of weeks"
what the.......
the CSR must be able to remove 2 stupid terminal from a city

uh...
you know what likely happened? since the guild hall entrance is elevated, the mission terminals are placed exactly where you put them, just on the ground. they "fell thru" the steps.
I donno why they can't fix it, but if you tell them this it might help. I've had a QA help me with stuff in my city, but CSRs might not have the same resources as they do.

You could suggest them:
"Please reset the terminal count in my city. You can destroy all mission terminals we have currently"
I am not sure if this works. Maybe the CSR person would have known this already. I had a similar situation with decorations when one of them was a ghost. CSR told they can't find it. Finally they told me they could reset the decoration count but then all decorations are destroyed so please pick up what you can. That worked. Sounds very strange to me if they can't reset terminalcount in a player city.

actually, you can try targetting the terminals using commands (although I don't recall the command off the top of my head), similar to how you retrieve stuck objects in houses...
