I don't think it can be done anymore. It was a master level ability, but due to some issues they took it out so now we do not have any bonus at master

Correct. The dual-specializations are no longer in the game. Pappi has mentioned that she's asked they be removed from the documentation, but it hasn't happened yet. So don't believe everything you read in the "official" manuals. Heh.
