Are you able to rename a player city after the City Hall has already been placed and a name already given?

Yep there is a command on the terminal to do it, and it does work, just used it...

I am going to assume the only the Mayor can do this? Is there a vote needed?

The Mayor can do it at any time on the City Management Terminal - no vote is needed.
