Today the civic authority evalutated our city on Kauri/Naboo. It has 85 residents and the mayor got a notice that it qualified for advancement. However, the notice said that there were too many large cities on Naboo so we could not advance to Metropolis. We despaired.
So, I took down the city names of every registered city on the planetary map, and visited every city hall. I wrote down the population and the ranking. I found only 2 cities listed as Metropolis. It was my understanding there could be 5. Is this wrong? It is also possible that there is a level 5 city not published on the map, so I compared my list to the shuttleport and bank list and there were no cities missed.
Is this a known bug? Is there a limit of 2 level 5's on the major planets?
Thanks,
Masin - Kauri Server

There is a known bug in advancing cities from rank 4 to 5. It seems that if the limit for 4 has been hit, no cities will advance to rank 5, either.
They've been "working on it" for awhile now. It's long overdue for repair.

Thanks Sev! How do we get the city advanced? Just contact a CSR in-game (which is what we're doing anyway).

To my knowledge CSRs never manually update cities, unless it got gobbled up by the black hole bug
. Anyway, this is supposedly fixed on test center and will be brought over onto the live Servers in the next publish which is coming this Thursday.

Also, just something to think about.
A mayor has to Register the city on the plantary map. So you may not see all the cities on the map. Some may be rank 4 or 5, and be hiding just to keep the traffic out of their city.
