Do the militia members still get a bonus to attacks inside the city when not using /citywarn?

The Stronghold ability gives militia members inside the city limits a +50 to their final defence rolls. They will get this modifier whenever they were inside the city limits regardless if they used the /citywarn commands.

This question has been asked a few times now....Im being asked to activate Stronghold

The +50 is only applied to PvP. Keep that in mind, if anyone decides to test it.
