I wouldn't count onthe Dual Citizenship bugbeing resolved on its own.
However, the "Revoke Citizenship" command that was added to the City Maintenance terminal with Publish 7 should allow players to fix this themselves.
Have your players who appear on both citizen lists to go to the City Hall of the town they wish to be removed from, and choose the "Revoke Citizenship" option from the terminal there. Poof! Now they're only citizen of one town (as they should be).

Yeah, but what about players who have no intention of revoking their own citizenship? Or don't care if they are clogging up your city population?

Well, my guild is fairly large (~175 members) and we have two cities. Our first one on Talus and our second one on Dantooine. I just noticed a week or so ago that some folks show up as citizens of both cities. This inflates our pupulation count for the first city since we took many members over to start the second city. I am wondering if this will ever be resolved? I am sure there are other cities with the same situation and this could free up room under the city cap on the big planets for others that want to move to the planet.
