Can someone tell me if tat is full with player cities or can i still place my city hall?

If your server is anything like Ahazi, cities are poofing on a pretty regular basis. Ahazi Naboo never had a cap and as a result had about 30 player cities or so on day one (at one time there were at least 35). You can now build cities again on naboo, ahazi... or you could recently as a new one sprang up.

No idea what server you're on, but I think Tatooine is very full on every server.
