Not a new idea but stand in a starter city and spamthat you are giving away free houses and free vehicles. The free vehicles really bring em in. Especially the players from other servers just starting new characters on your server. I offer about 10k in maintenance as well. Have them declare residence and vote for you. Instant win. Kinda shady, but it's good for the city too. In my case, the current mayor is all for it cause she wants to give the office to me. Just a tip from one dirty politician to another. j/k

Actually it's not all *that* dirty, since it also brings in new citizens to your city. Since you can't "control" their vote, ultimately, you're taking a risk that they'll take your vehicle and your free house (and maint) and vote for the other person anyway.
Our city has incentives for new people moving in (free house for instance, 1 month maint paid if they are a new character as well), and it works to keep people happy by relieving the stress of paying for house maint while trying to train skill boxes.
