Try removing them from the milita now. In the patch notes from the Droid Invasion publish, the devs mention that militia members don't need to be present in order for them to be removed from the militia.
As far as banning your own citizens...it can't be done. I've tested it with our own citizens and I get a "You can't ban a member of your own city" or similar message. You can still ban citizens from private structures like the cantina, med center, merchant tents, houses, etc...
Apparently you can now remove them from the Militia without the need to have them standing 10m from the terminal.
Look upon your predicament as an exercise in FP farming. If they are gracious enough to offer you targets, the least you can do is take them down and reap the rewards
. And then of course pay them back in kind

Unfortunately, taking down a turret doesn't give you anything. No FP, no XP. At least that's how it was till Pub 7. And Pub 7 screwed up Bases and Turrets even more
