I looked through the FAQ's but couldn't find the answer. Forgive me if i missed. I want to start a city, but all the people that would put houses down are out of lots and don't want to move. Most of them are in one area and I was wondering if I could just start my city there.

Yes you can. Keep in mind, that in order for those people already living there to be a part of your city, they will have to declare their residence there after you place the city hall. They candeclare residencebefore you place the city hall, but they will have to at least enter their house after you place the city hall in order for the system to detect their residence.
In fact, this is how I started my city. I had the first 10 citizsens (because you need 10 citizens in 24 hours) place houses and declare their residence before I even placed the city hall. The only trouble I had with this was that for some reason, the system doesn't detect previously declared residences until the people at least enter their house. As all my citizens up to that point were members of my guild, I used the quild mail system to let everyone know to go and redeclare their residence real quick.
This is a real time saver when starting a city and saves you from having to buy two or three city halls because you can't get 10 citizens in 24 hours.
