I am sure our property tax problem was the fact maint was not being taken from houses becaose 10% of 0 is 0

I checked several houses a PA-Hall my Cantina and the city hall treasury for 2 hours on saturday ... all houses were paying their normal maintenance plus property tax of 10% and the city treasury was getting 484 credits every half hour (once it was 584 - a shuttle ticket - hurray)
