A citizen asked me to change our city to Industrial the other day - something the SOE site says you can do if your Master Politician but I don't see it as an option - is this a metropolis feature?

from what i understand, the industrial function was removed from game due to it being bugged and it was never brought back in. thus no reason to have master politician
