I've seen several ideas for city missions that would pay the city and the player for completion. This is an ok idea game wise, but really kind of stupid immersion-wise. If anything, the city should PAY people to complete missions for it.

What does a city want? What does a city need? It wants to promote people moving to and visiting it. It wants to improve itself. It wants to promote commerce and culture. It wants to build a feeling of community omong its members, of people striving to achieve larger goals.

So there should be city-based missions. But they should not be "clear the wild Thunes from the city plaza". And they should not be single player based. They should be communal missions for all of the citizens of the town. the rewards should be things which affect all citizens, either by making new structures available to be placed, or bonuses to city activities.

An example would be to gather100 non citizens in the town at once - the citizens would hold a festival or tournament or bazaar of some sort to achieve it. Or to gather X resources for the city to build a particular monument or structure. Or, have a large enemy camp spawn nearby, that needed to be destroyed (requiring at least 20 citizens to achieve because of respawn rates). Or for aligned cities, to donate X factions, or achieve X succesfull faction missions, to get a large guard force, or give a bonus to bases within the city limits. Or to build X bases within the city limits. This missions would be selected by the mayor of the town.

Politicians should have missions specific to their class - but ones that require them to get other players to achieve. Ones that align them with particular factions on their home planets, or with the major cities. Sucessful missions would reward the politician and his city. The politician would not have to be the mayor necessarily, but success fully improving the city through successful political missions might make a politician appear more viable for the mayors post. this would be like idealized real politicians, who both want the best for themselves AND to beat their rivals who also supposedly want the best for the city.

Examples of this would be to get X citizens to travel as ambassadors to another location, with gifts. Or to set up a trade route with X city, which supplies y credits to the homecity each day. Or for X faction pets to be donated to the faction HQ at some other location. Or to have X factories placed within city limits and "dedicated" to fullfilling a trade order.

Aligned cities should have missions to destroy enemy bases in opposite aligned cities. Rewards would be bonuses to faction for citizens who participated, or bonuses to faction terminal missions.

The politician should have more cause to interact with the players than any other class, but in a non combat way.
