Thread: Question on Research Center

Alright so one of my citizens swears he saw a Research Center building with banners inside and stuff, and it was two different levels, and yadda yadda it was great. Now all I see in the politician tree is Specialization: Research Center. Does that skill come with a building or what is going on here, I sound like such a newb.


Just an old politician looking to get some answers before the next election .
