I had 3700 pol. xp 0-0-1-1 I now have 200 xp left after getting 1-0-2-1 if I surrender a skill can I use the xp to get another skill such as going from 1-0-2-1 to 2-0-1-, especially since I have 200xp left I figure I might have some headroom to drop the skill and get another skill

If you can help me by letting me know if this is possible that would be great!

No. It's just like every other profession, you spend the xp once and it's gone. Surrendering a skill does not give xp back.

If I have 200xp left, can I surrender the civic policy 2 and get Fiscal Policy 2 instead?

If you have 200xp and surrender Civics II, you will still have 200xp left. You won't get back what you spent on Civics.

Civic policy 2 costs 2500 xp, so no, you cannot get it with 200 xp. My two credits worth would be to keep what you have and work with what you'll get next city cycle.
