Yep, it's simply a bug that has been there since the inception of player cities. Devs may get around to listing BE someday...hopefully...

Today I got the skill needed to place trainers in town, and the first I wanted to place was a Bio-Engineer trainer. However, I can't find it in the list. Has it been forgotten? I submitted a bug report, but has anyone else noticed this?

it's never been on the list. not sure why, dev' should know about it, was a big deal a few weeks ago.
