I have seen some cities that have been moving structures to make the city diferent,well I wanted to know if it is possible or what is the way to do that?

If you are talking structures as in Houses and PA Halls, then you need to get your citizens to move them for you. As Mayor you can only move city structures , streetlights and decorations.
