Politician Archive

There is a city on my server that has been at 8 residents for the past two days. I thought that cities below 10 were destroyed? Reason I ask is that we are waiting for it to fall so that we may create a new city under the cap. Anyone know if that 24 hour rule is still in effect?

It will happen only when they hit their election time.
