I was just wondering what everyone thinks the low but still able to do mayor duties. 0122?

From what I have seen, the usual patterns are:
0, 1, 2, 0 - for those who just want to be able to manage militia andplace NPC trainers and missionterminals.
0, 1, 2, 4 - for those with a bit more interest in decoration
straight novice politician - just enough to keep the city alive
It's definitely the worst design problem, aside from any bugs, facing the profession, and it wasat the heartof our number one issue on our top-five list.

Jup ... I am (or was) 0 1 2 4 ... had to get back to 2 1 2 4 to re-place shuttle after accidently redeeding it 
Interesting is that I still have "Master Potlitician" floating above my head
