How does making a city / town work ?

I mean - we have over 10 people already housed and residency declared - can we place the Hall now ?

please dont tell me the hall must be placed first, then we move in --------------

Place a city hall. All structures within 150m of the city hall become part of the Class I player city (outpost?). Then make sure that all the people have declared in their houses within 24hrs. Watch out for planet city caps and being too close to other player cities and NPC cities. There is loads of info in the starwarsgalaxies.com advanced guides on the rest of how a city grows and such.

I got almost every other bit of onfo from around here exept that one important detail
