Ok, so I fianally won the office of mayor in my city by getting a bunch of registered citizens, and by all rights and means we should have gone up a level because not enough cites on Tatooine on Radiant Server have Rank 4 (I checked to see who had a shuttle) But we did not advance, and I did not get an email telling me we couldn't advance, plus I never got my politician xp. I will leave a ticket about this issue, but any thoughts from the more experienced mayors on this?

It's possible for a city to be rank 4 but not install a shuttleport. Some PvP towns prefer this, so they don't have to defend as often. There's no good tool to see how many Rank 4s are on a planet. However, all cities of that rank will show up on the World Map (even if Register on World Map option is not selected).Therefore, it should be possible to do a manual count.

Yes, I know but at my count, there are onlyfour rank 4 or 5 cities on the map. Plus I never got the "you cannot advance" email.
