Ok, say that on a planet like Corellia that the planet is at it's 20 city cap. If someone pulls up their city hall can another city be placed instantly or is there a waiting period?

To answer my own question, the answer is no wait time. Tried it tonight. Pulled one city hall that dropped planet below cap and placed a new city hall within seconds.
