Currently I am at city Rank 2 and my next update is tomorow morning, To obtain city Rank 3 you need 35 citizens, Just to clarify things my question is : Do I have to have 1 ABove 35 to get the new Rank or is it the number 35 and above? I just want to make sure I dont miss this city update.

Should be 35 and above - but it's always better to be safe, in case all of a sudden a citizen moves or expierences a bug.
