are the votes tallied up? Do I have to outvote her just for one day, or for the whole week as well?

At the end of the voting cycle (one week) all the votes are tallied up.

ok, so then why is it showing her votes going down as each perosn votes for me? and its just one day, does it go back to her having 36 votes again tomorrow then i have to outvote her every day for a week?

her votes go down because by default every citizen votes for the incumbant. Which is why removeing the incumbant is so hard. What probalby happed was a city cycle ended and then began. Check the city managment terminal to see how much time you have left until the next cycle. then you need 50% +1 of the votes to win.
