I believe its 3K meters from an NPC city..............I could be wrong, but thats what it used to be when cities first went live.................that doesn't include POIs though (Point of Interests).......

Only have to be 1,000 Meters from NPC city - when you include your max radius best bet is to be 1,500 Meters from NPC city.

would it be the same 100m buffer as from other player cities i wonder?

As long as you place the city hall outside a city's "no build zone" then your fine. however if you place it right up agianst the edge of the NBZ then your screwing half your city radius.
