If a planet is capped it's capped - there can't be more than 20 Cities on major planets, and 50 on the minor planets. No time constraints, only amounts.

If a planet is currently capped with PC's.. How long after one city drops before another can be placed? Is there a waiting period?.. Or, can a novice poli place a city hall right away?...

I do not belive there is a waiting period.A city died on Naboo and I placed my hall later that day.

You can place immediately after a city hall vanishes, assuming it vanished because of:

- Failure to maintain 10 citizens

- Destruction by mayor

You can not place immediately (or, in fact ever from the evidence available) assuming it vanished because of:

- Maintenance decay

A little off topic, but I'm trying to get post #100. So, I really, really wish there were a planet registry to determine which city was at which level. You can sort of judge the 4s and 5s by the shuttles, now that I think about it. Heh!
