Which is the criterion so that a city elevate of level?
We already have the city about 1 year and we continue being a city of level 2 (with 54 citizens), nevertheless I have confirmed that a city that does not have neither 2 months of created already has level 3 (with 36 citizens).
Both cities are found in the planet Naboo on Chilastra and I affirm that here an error should exist.
Please, if some of the CSR reads this, please give me the answer.

I believe the first city to go into "pulse mode", or whatever you want to call it when the maintenance cycle starts, with an opening in the list is the first to advance. In this case you may have been beaten out by a day or two simply because you where the older one.
Now my city gained rank 4 after we moved and Corellia lost most of its towns so I don't know for sure. There where 3 spots open for that rank when we picked it up. However this would make the most sense.

Welcome to the club of screwed cities
Nobody is going to listen to you
Nobody is going to help you
I spent months with discussing (later shouting) with CSRs and their supervisor
Caps on our Planet are so bugged that it hurts butnobody cares
I ve been posting and bug reporting problems with city caps for more than a half year
but the only answer i got is
"Sorry cant help you, we ll tell the devs"
which means translated to reality
"Screw you and stop to bother me with this crap"

last comment i read from a dev was that when several cities qualify to advance the largest gets it
but i think this rule just works when they advance during the same city pulse
so when a smaller update earlier it get s the spot

This is the problem. I believe that the old city take the lot first, this is the question that i wanna that a CSR answer this question. We have a lot of credits in the city balance and the city have over population.

We have a similar situation with our city. Were on Tatooine, but we did manage to attain rank 3 before hitting the limit. CSRs said to us that they do monitor "time in rank" so supposedly if two cities are waiting on a rank then the oldest one should attain it first.
However all of the city things are taken into account, maintenance, population etc. If it dips under rank requirements during the wait then it seems that you cycle back to the end of the que. Not sure if this is factually what happens but it sounds about right.
Im just guessing but if your city has been at level 2 for a year your either on a horribly overpopulated planet or simply have not been successful in maintaining population for an extended amount of time.
Were not taking any chances, were still in full growth mode and getting our crafters to maintain well stocked vendors, putting up all the nice city things and our Mayor has been very active in keeping the city on track. I run city maintenance hunts so that all guildies are aware of our combined responsiblity to the city. Its been working very well so far.
Were now starting to get a number of non-PA citizens which is good, as it allows for steady growth.

Know what I find funny? The last time I got this upset and wrote what was on my mind our friendly neighborhood monitor jumped all over my post. I sent a reply that got 5 stars from the rest of you and since thenI have not posted here. But, this is too damn good to pass up.
People are always asking for more content in this game as well as just more things to do, see and partake in. What SOE fails to see is the absolute awsome potenial of player cities. I say this here because here is a PAYING customer, who took it upon himself, thats right, HIMSELF to sacrifice his time, credits and efforts to add more content to this game. this mayor has created an envirnment for all of his citizens to call home, something to take pride in. He has played by the "rules" and has waited patiently for his city to grow onlyto be slapped down and given no support.
I feel badly for this mayor as we all do, but until SOE and the DEVS realize the potential of player cities and give the profession of politician the same attention as it does other professions, we are on our own.
Welcome to the brotherhood of abandoment.

Thank you Pappi for the answer, but you tell in the link that the city with more citizens grow first. This is the question, Our City have more citizens than other City and it grew first.
Is this correct?

the more citizens rule just applies when several cities are in the same update cycle
so when the smaller updates earlier it simply wins
