Some of the small one just dont show up on map any way to check other than trin to place hall every day?

Well, sadly there isn't any information regarding the player cities in how many "slots" left and all - the fastest way to check it is by trying to lay the Cityhall and see what happends.

or you can try the ctrl + v, mark Terminals, and check the list that way, rember each town location that ain't on the map, if the terminal icon suddenly dosn't show up, try and place the city hall. - every city has a terminal, even thoese who wants to hide and every terminal gets on the map, regardless if the city is on the map or not.
