I have a few questions about Mayoral knowledge.

1) When a new structure is placed in a city, is there a way for the mayor to know who built it?

2)Do they know who gave zoneing rights?

3) Is there any kind of city management screen, akin to the one that we seen when placing a structure, that shows the city layout?

Almost forgot, does the mayor know who voted, and who voted for which candidates? Or is it a secret ballad type thingy?

No, the mayor does not know who voted, nor who voted whom. You can only view the standings of the run for mayor position.
