if I found a place that was over 900 meters from any other city hall, which from my understanding is necessary, but this spot still had some other people's houses or harvesters within the 450 meter radius from my intended city hall spot... could I still plant the city all to start an outpost?
I hope I asked that clearly.
Thank you,

I think you will need to be farther than 900m from the next city hall. When you try to place a city hall too close to any other city, u will get a system message saying you are too close and it will not let you place it. I tried to get mine at least 2k away to be sure.
You can place the city hall near other structures such as the houses or harvesters you mentioned. As the city grows, anything inside the 450m radius will become part of your city. You will have no control on moving these or removing them unless you contact the owner. My suggestion is try to find as clear a spot as you can. Houses usually are more permanent and harvesters usually move after the resource has shifted unless they are static harvesters, which will never move.
Hope this helps .......
