i just placed a city hall down, only to find that i cannot build around it...due to the yellow area that appears when placing a house!
what a waste of a few hundred grand

The yellow areas may be from lairs in the area. Try clearing all lairs within a 450m radius and see if you still get the yellow. You will not get yellow for undeedable area like a hill that is unable to take a house. Think you will get them around water areas tho. Clear all the lairs & creatues to see if it helps before you destory the city hall.
You can also check around with a small house versus a guild hall to check the yellow (deedable) areas as a small house takes alot less space. May be yellow for a guild hall, but may accept 3 small houses in the same area due to hills, etc

how come most cities have perfect land?i spent most of yesterday looking for the perfect spot...never found anywhere that didn't have trenches!

Got the same problem, but mine are because of hills.
Plan the city well as my city is a level 2 and left the area around the PA & City Halls open for civic structures that will be added later as we get larger (Shuttle, Med Center, Lg Gardens, etc). This has left me very tight on space to fit 55 citizens for level 3 because of the hills.

20 citizens is needed to get rank 2.
You will get xp per each vote after the three weeks voting period is over, not when they give you their vote.

It just takes time. In a small city it may take months or nearly a year if the citizens are lazy to vote. But no grinding involved
